The scheme is designed to provide hot, hygienic, and cooked meals to the urban poor, workers, and needy citizens at an extremely subsidized price of ₹5 per meal. The typical meal consists of cooked rice (bhata) and dalma. Operating across all 30 districts of Odisha through a vast network of Ahar centres located near transit hubs, hospitals, and railway stations, the program is co-funded and supported by state corporations and Mission Shakti Self-Help Groups (SHGs). In select locations near hospitals, night meals are also served to support patient attendees and visitors.
