How to apply
Proposal Submission
Submit a comprehensive application detailing the Action Plan, funding requirements, and growth projections to the UGC.

Empowered Committee Evaluation
The Empowered Expert Committee (EEC) reviews the applications and interviews short-listed institutions.

MoU and Status Declaration
Sign a Memorandum of Understanding with the Ministry of Education to formally receive the IoE status and autonomy.

Launched by the Ministry of Education (formerly Ministry of Human Resource Development) and regulated by the UGC, the Institutions of Eminence (IoE) scheme aims to empower higher educational institutions to become world-class teaching and research institutions.
The scheme selects 20 institutions (10 public and 10 private) to be granted special status. Public institutions receive a massive financial grant of up to ₹1,000 Crore over 5 years, while private institutions receive the status and complete regulatory autonomy to set fees, design curriculum, hire foreign faculty, and establish offshore campuses.
