Formulate City Development Plan
Urban Local Bodies (ULBs) prepare a CDP indicating policies, programs, strategies, and funding plans.

Detailed Project Report Preparation
Identify specific urban projects and prepare Detailed Project Reports (DPRs) to submit to state nodal agency.

Central Sanctioning Committee Review
State-level agency passes proposals to the Ministry for appraisal and final central funding sanction.

The Jawaharlal Nehru National Urban Renewal Mission (JNNURM) was launched as a massive city-modernization initiative by the Government of India under the Ministry of Urban Development.
