The Pooled Finance Development Fund (PFDF) Scheme was launched by the Ministry of Housing and Urban Affairs (formerly Ministry of Urban Development) to provide credit enhancement to Urban Local Bodies (ULBs). It enables small and medium-sized towns to access capital markets and borrow resources for infrastructure investments. The scheme sets up a Credit Rating Enhancement Fund (CREF) to absorb loan defaults and decrease borrowing costs by offering higher credit ratings on pooled municipal bonds.
