Applying for the loan and the CGTMSE guarantee is free at the bank. The only charge is the annual guarantee fee on your loan, starting at 0.37% per year, which the bank collects.
Beware of lookalike portals
There is no 'CGTMSE approval fee' and no agent who can fast-track your guarantee. Anyone asking for money to approve or speed up your loan is a scam. Apply directly at a member bank.

Who is eligible
- Your business is registered, which member banks need to extend a CGTMSE-backed loan.
- You are looking for funding, which is exactly what this collateral-free guarantee supports.
- A guarantee means a bank can lend on your business rather than on property you put up as security.
Eligibility rules · v1 · effective 1 April 2025
Who is not eligible
- This guarantee helps when you need a business loan. Add funding to your goals to see if it fits your plan.
- Most banks expect a Udyam registration before arranging this guarantee. Registering is free and quick, and it opens up many MSME schemes.
Before you apply
Most rejections happen because of small data mismatches, not eligibility. Clear these checks first — each takes a few minutes and saves weeks.
Do you have an active Udyam Registration certificate?
CGTMSE guarantees are strictly restricted to registered Micro and Small Enterprises (MSEs). Udyam registration is mandatory and free.

Is your business classification verified as 'Micro' or 'Small'?
Medium enterprises are not covered under standard CGTMSE guidelines. Check your Udyam certificate for classification.

Common rejection reasons — and how to avoid them
Lending bank is not a registered Member Lending Institution (MLI)
How to avoid it: Ensure your financing bank/NBFC is registered with CGTMSE. Over 100+ banks, RRBs, and NBFCs are member institutions.
Business classification is Medium Enterprise
How to avoid it: CGTMSE only covers Micro and Small enterprises. Medium enterprises (investment > ₹10 crore or turnover > ₹50 crore) are excluded from standard coverage.

Additional Details
The Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) was set up by the Ministry of MSME and SIDBI to enable collateral-free credit to micro and small enterprises (MSEs). Under this scheme, CGTMSE provides credit guarantee coverage to Member Lending Institutions (MLIs) like banks and NBFCs, encouraging them to lend based on business viability rather than physical collateral.
Key features include:
- Credit Limit: Guarantee cover for credit facilities up to ₹10 crore.
- Extent of Cover: Up to 85% for micro enterprises (up to ₹5 lakh), up to 90% for women entrepreneurs or MSEs promoted by Agniveers, and up to 75% for standard MSEs.
- Fee Structure: Annual Guarantee Fee (AGF) starts as low as 0.37% per annum for loans up to ₹10 lakh, slab-based up to 1.35% for higher amounts.
- Application: Borrowers cannot apply directly to CGTMSE. Eligible entrepreneurs must apply to a participating Member Lending Institution (bank/NBFC) which will evaluate the proposal and arrange the guarantee cover.
