Providing Urban Amenities to Rural Areas (PURA) is a rural development strategy conceptualized by former President Dr. A.P.J. Abdul Kalam to stem rural-to-urban migration by developing growth centers in Gram Panchayats. The scheme operates in Public-Private Partnership (PPP) mode, combining infrastructure creation with economic generation. By coordinating physical connectivity (roads, water), electronic connectivity (telecommunication networks), and knowledge connectivity (educational institutions), it seeks to catalyze economic connectivity and sustainable rural livelihood. It has been succeeded by the Shyama Prasad Mukherji Rurban Mission (SPMRM).
